Help?

I kinda feel stupid saying this, but Can anybody help me with this RPG stuff.
I'm new to forums, and on this one there is a small thing(in the administrators panel), that says something complicated about RPG's

There are about 5 more pages with stuff like this. I guess i could put it all if necessary, but It would take a while. If anyone makes any sense out of this, please explain.
